After getting the reduction form AMEX I called discover and got another reduction to 13.74%

Looks like my profile, I have over 40k in credit lines a car loan and student loans, but I only make around 20k/y
I just pay on time, keep my uti under 10%, and just ask for the credit increases and APR reductions
