Discover CLI?

Opened my IT card 7 months ago. CLI button appeared 2 months ago but everytime I request 500 or 1000, system comes back with HP required. Should I bother calling in to speak with a rep and see if I can get a SP CLI?

Currently $1100/$3000. Balance is a 0% BT until next yr. Pushing about $50-100/month only because I don't want to spike up util%

I was approved for a Discover It card last week for a $800 line. I have called 5 times to see if they will give me a CLI and the answer I was given today was that it is only done automatically. My scores are in the low 700's.
