Dad received his card, but I was looking through the terms and he didn't receive the Intro 0% APR for 14 months on purchases and BT. The APR is 25.24% right now and BT is 3%+ 10.99%. Why is this? This is not what was advertised when he signed up..

BT offers are on approved credit. He may have qualified for the card, but not the BT offer. It should have been in the T&C after he applied.
Basically if Discover deems a credit profile to be borderline, as evidenced from the highest APR they offer, they will adjust the terms of the offer for intro APRs.

He's qualified for BT...3% fee plus 10.99% APR

Everyone qualifies for BT, not everyone qualifies for the intro BT offer, which depends on that person's credit.
