So, my DW just applied for this, as she has limited credit history. What is the best way to use this card so as to graduate and get a good CLI? PIF every month? Leave a balance of 10%-20%? Is 7 months still estimated target date for graduation? TIA.

Congrats on her approval. 

You can use the card as much as you want (depending on limit you might need to make multiple payments), allow whatever you're comfortable with reporting, then pay in full once statement is ready.

Carrying balance doesn't help and it eats into the rewards.

Be very careful with payments, missing/returned payment has been known to prolong graduation time by a year or two.
