1. Target not included in wholesale clubs.
2. Pump and in store, I have tested this in WAWA, Quick Check and a few Exxon gas stations.
Costco (Visa only), Sam's Club, and BJ's Wholesale Club are the only three remaining wholesale clubs in the US. Can't imagine other stores coding that way, unless completely by mistake when the merchant accounts were set up. In my experience, all in-store convenience store and gas station purchases have coded as fuel purchases, but it really will depend on how the merchant account is set up.
Using mine at local Chevron and Shell stations post as 'gas station' when using it inside and not just at the pump
Target codes as a Supermarket according to my Spend Analyzer.

That's not necessarily the way a credit card will categorize transactions for the sake of a reward. On some cards, gas rewards only happen if the gas is purchased and paid for at the pump. On others, you can get the reward when you go inside and buy a bottle of water and no gas at all. And on AMEX, a transaction may code as groceries but not count as part of the supermarket category necessary to reap the reward.
Worth noting that Costco takes Discover on their website where you can buy their gift cards
