If one were to pre pay all of the monthly bills to meet minimum spend for a SUB then BT to another card that has 0% APR for the year, does that effect the or subtract from the SUB also do banks view BT negatively on new accounts?

No , once you fulfill the SUB , you are good to bt it away to another 0% apr promo card. Banks dont care about your bting so long as they get paid
