My understanding is that yes it bypasses 5/24. But these things keep changing.
Although CSP and CSR are both listed, they won't give you both cards. You have to choose one or the other.
You should go to a Chase branch and see if you have any pre-approved offers. I was over 5/24 and was approved for a CSR card based on a branch pre approved offer.

Green checkmarked "Selected for You" offers will NOT bypass the 5/24 rule. The only way to get around 5/24 is through an in-branch approval. So if you're near a Chase branch I'd suggest taking your current Freedom card and government-issued ID and asking a personal banker if you have any in-branch approvals.
I recently came out of the garden to app for the FU because I had the 300 bonus "selected for you" offer, and I couldn't pass it up.
Shame on me though, because I took a point hit and was denied for 5/24. So at least a week ago, those did not bypass.
Chase is a stickler, and I honestly wonder if it is as great as people say.
Also, at the time of app, my scores were about 15 points higher than what is in my signature, utilization around 4%, AAOA around 2 years. I have also banked with them for 6 years.
