Do bank look at your current credit limits to determine your credit limit?

They may look at limits but they do not simply match limits.

My BOA, and PayPal have low credit limits. Will that effect me getting higher credit limit with other banks or even CLI with my current lenders?

It's not just a matter of limits.  Your overall credit, income and the specific criteria of a given creditor will determine the limit/CLI  that you stand to receive.  We can't tell you what you'll get based on a couple of low limits.
