Do the pre-qualify sites result in a HP?

The title says it all. do you get a hard pull if you check to see if you pre-qualify for cards such as Capital One or any others?

HP's are for applications for new credit or additional credit generally speaking. A prequalified site is not an application, so it cannot result in a HP.
