Does Cap1 EO handle GM Card recons?

Hello,

I recently applied and was denied for the GM Card.  The denial letter did not list any contact information, however, I would like to recon.  Would I go the Capital 1 EO route for this, or is there another means since this card is a co-branded card?

I would start with EO route and see where that goes first
