Does Capital One Allow redistribution of credit to other cards?

I have three Capital One cards: Quicksilver, Walmart Store Card, and the Spark. I was able to CLI up to 20K on the Walmart store card while it was Synchrony backed, but now I feel Cap1 doesn't want to give me CLI's on my other cards because of that credit line. Will Cap1 allow me to move a portion of that Walmart store card credit line to my other Capital One cards?

In the past there used to be an option to combine limits but I don't think is still available anymore

That was only for their core products....never their cobranded cards.  So even back then you wouldn't have been able to move limits from GM Mastercard, Cabelas Club Visa, and even the most recent PlayStation.
