Does anyone get those white and blue balance transfer checks on their Barclay Arrival + ? if so then i will call and upgrade my barclay rewards card the Arrival + otherwise i won't and just request a credit limit increase on my Barclay Rewards with a hard inquiry. Instead applying Citi Simpicity or Chase Slate to do a balance transfers and avoid having new open accounts and just take a hard inquiry instead.

Do you need to do a BT?
There's no point in upgrading to an expensive AF card that most people can't justify (with the nerfs) just to get a BT deal. Arrival+ is not really a BT card...it's a "travel" AF card and that's the focus. Why don't you just call and ask if there are any offers for your existing Barclay card?
If not Barclay, check your other cards. My Discover and Double Cash constantly have BT offers.

Yes I get those checks quite often. I never use them though. I don't think they will upgrade the rewards card to the Arrival, two different cards. And as KDM have said it's not a good balance transfer card. Meant more for travel, I just used my point to "pay for" my $880 plane tickets.

i ask because i don't want to lose those nice checks i get in the mail all the time once i upgrade my card to the Arrival + (no annua fee for the first year) 15 months 0% APR is great without adding any new accounts. Discover only gives me 12 months 0% APR or 18 months 4.99% So having these checks can come handy some day. As far upgrading they will and said would increase my limit soft pull only over the phone because my Barclay Rewards the lowest $2,500 compare to $12,000 on my discover so doing a balance transfer using those barclay checks i get would be useless unless they increase it but i wouldn't let them with a hard inquiry.

I would not take the CSR word for word, it may result in a HP and a new account with them. Your best bet is to call a credit analyst and speak with them. As far as I know any customer initaited CLI will result in a HP.
You still haven't really stated if the Arrival+ will make sense for you even if you never get another BT offer again. You have a Double Cash with 2% on every purchase. Arrival gives you 2.1%, IF redeemed for travel, for an $89 fee. To break even requires a lot of spend.
The point is I think you should forget about this "upgrade" and just look for offers from Discover or Citi. I know you said Discover will "only" give you a low APR for a year, but that should be plenty. Paying an $89 AF for a card you don't need in the hopes of maybe getting a BT offer....I dunno. Not the best plan, IMO.

no you don't understand. I don't want to lose the balance transfer checks upgrading to the arrival +. if i can get two in 1 great. Even better. Enjoy 2% for the first year before downgrading to the no annual fee Arrival was my plan than going with Chase Sapphire. But if you don't get the 15 months 0% checks with the arriva than i don't think its worth it ... i'll keep the rewards and increase it with a hard pull than applying for another card. Yes Discover 12 months 0% with 3% fee. I rather pay 3% fee and get 15 months 0% with i get with Barclay.
I get those checks for both of my barclay cards, I even called them up to STOP sending me those, but still arrives in my mail box.
I get them for both of my Barclays cards. Keep in mind that the checks usually have an expiration date, so I'm not sure if your plan to hold on to them will work.
I haven't had a BT offer on my Discover since I had it. Looking for something longer than 12 months tho..
