I have the best scores with EQ and EX and really need a credit card. I don't want to go the secured route, but will as a last resort. I was denied by ON and Walmart yesterday, but they only pulled TU. Per my USAA CM, my TU is 604, while EX is 673 and EQ is 704.

Capital One generally pulls all three.
Amex, Bank of America, and Wells Fargo generally pull EX.
Discover and Chase generally pull EQ.
YMMV, of course...

Capital One will pull all three. Regardless of where you are.
The USAA scores are FAKO scores. They are not your real FICO scores. Your real FICOs may be higher or lower. Did Walmart and Old Navy send you letters of why they denied you. Your FICO scores should be on those letters.
My recommendation is to join a local credit union. Print out your credit reports and take it over there. Have them review them and provide you with odds of approval. I'm a big fan of local credit unions!!

I haven't gotten a letter yet. I only applied last night and got the 'we'll mail you a letter' thing. I called this morning and they said they denied it. The man on the phone wouldn't say why.
We did open a secured loan from our credit union last month, but they haven't reported it yet. I'm still in the cleaning up phase, but I wanted to add new credit while cleaning up the mess.

Cap1 for my accounts pulled EX and EQ but I can't remember if I had my TU frozen at the time. USAA is also an EQ only puller
The credit side pulls from all four. The bank side pulls from EQ for me.
I see all 3 CR and 'scores' from USAA. I pay for all 3 reports to be delivered.
