Nope anyone can apply. I think this and the BofA amex world points are best looking cards BofA offers
Yes, my mistake. On my BoA page it says:
As a Platinum Privileges client, you have access to the rewarding BankAmericard Privileges® credit card with Cash Rewards
What it doesn't say is that non-PP clients also have access with exactly the same terms!

The card worth the AF if you spend a lot and have any BofA bank account.
But again, compared to what? If you spend all $6,000 on gas, you get back $180+ $90 bonus = $270. Minus the fee that's a gain of $195 per year, + 1.5% on all spending
With the Fidelity Amex, the $6,000 on gas earns $120, leaving $75 to make up with the extra 0.5%, so an extra $15K spend puts Amex ahead (and this is the best case for BoA). And other combinations, such as PenFed and Quicksilver, do much better.
Not to say that this is a bad card, but you should always take opportunity costs into account (e.g. "this card more than earns its annual fee, but does it net more than another card that I can reasonably expect to get?")
