It seems to me that FNBO does not have a blacklist. I tried their Pre-qual just to test the waters, and didn't get anything but the reason for denial I got in the mail simply said that they could not qualify me due to too many inquiries. No mention of "unsatisfactory past relationship" even though I IIB my FNBO Visa in my April 2017 Ch 13 (DC in January 2021).
Is FNBO forgiving?
