You do not need to wait 13 months to downgrade to Blue Cash Everyday; that law only applies to upgrades due to the increased annual membership fee. If you would like to downgrade, call Card Services and they will process that request for you.
And yes, your limit and APR will remain the same. You may wish to fulfill your welcome offer before downgrading as you will risk forgetting it.

+1 to the gift cards when you are doing your grocery shopping.
The Sallie Mae MasterCard (no longer available) is the only other grocery rewards card that can even come close to BCP/BEP. Amex Offers, which update all the time, are another way to get even more out of the card.
