Yea, I doubt this available in the US. Kinda neat to see a brown amex though.

Any of the cards from Penfed can be pretty hard to get. Even people with perfect credit often get denied due to "pyramiding debt". Just apply for whatever fits your spending patterns.

What's interesting is that along with the Harrods card there is also the Nectar card. Nectar points are offered by a variety of retailers, many of them just normal high street stores, quite a distance from the perceived luxury status of Harrods.
For me, I think US Bank seems to be the most stringent. My first card, they reviewed and interviewed me before approving it.
