So I've had my regular Captal One Platinum Visa for over 2 and a half years, and my CL was stuck at $500. So I finally got fed up with it and called the backdoor number and this is how it went.
Me: I had this card for over 2 years and the credit limit remained stuck at $500. I am not sure if I want to keep the card with such small limit.
Manager: Ok let me review the account. oh you are enrolled in credit steps... oh wait that was back in 2008. Stay on the line for a moment
Me: (Waiting for a few minutes)
Manager: Unfortunately there's nothing I can do for you right now. I went through all the possible loopholes. all I can reccomend is,make a big purchase
and pay it off a few times a month, you can do that up to 4 times per month, to make your account more noticeable. I cannot guarantee anything though.
Me: That doesn't really help.
Manager: Why don't you try and apply for a credit card from other big lending companies and use your capital one card as a fallback card.
Me: Uh, ok. Seriously?
Yes people, Capital one manager actually recommended me to get a card from another company.
Don't worry Capital one, I already got a Chase Visa Signature at $5K limit and other cards.
P.S. Actually The Cap one card has 5.9% apr for purchase/BT. Maybe if I transferred $500 a couple times from Chase to Capital one and paid it off instead of Paying to Chase directly maybe that might do it?

Now that's funny! I assume since you've had it for 2 years you have been using it regularly? So if you're account wasn't noticed then, why would it be noticed later?
Maybe you should try pre approval for a new captial one card and when your approved ask them to combine accounts
here is the link for pre approval, its just a soft inquiry I heard
go to capitalone.com and choose credit cards at the top menu than see if I am pre qualified
Already tried the pre-approval.. guess what I ended up with? 3 inquiries on all 3 credit reporting agencies without the new card - because they didn't want to approve me for another Capital one card.

Uh, you shouldnt have any hard inquiries if you did only the preapproval page. I just went through this 3 weeks ago and i received no hard hits until I actually applied for the card.
It said I was preapproved for No hassle Cash back. So I tried and got turned down
