There is no such thing. For any number of inquiries, X, the effect will vary depending on one's credit. There's no one-size-fits-all answer to questions like this.
Use a CMS and monitor the effect on your credit.

...and this, from your own OP, is your clue that it varies with one's credit. A thicker file can generally handle more inquiries and newer accounts. A thiner file can generally handle less. Further, underwriting criteria vary by lender (also as you indicated in your OP). Some will be more sensitive to inquiries, new accounts, existing avaialble credit, etc. "How many is too many?" depends on all these factors. As mentioned earlier, it's not just inquiries either.
Just to clarify, I apped but decided to app for the Business Cash (I have about 4% util on my personal revolvers with Amex so really couldn't justify another one, and wanted to keep building my and DW's business credit)..
Anyway, called and they wanted to verify phone number, put me on hold for a couple minutes, and was approved for $3k.
once i get my next two I think im done apping for cards, i think 8 is enough to manage for my spending habits
