I never filled them out before and when they ask for
Year or period requested. Enter the ending date of the year or period, using the mm/dd/yyyy format. If you are requesting more than four years or periods, you must attach another Form 4506-T. For requests relating to quarterly tax returns, such as Form 941, you must enter each quarter or tax period separately
They want the report I filed earlier this year around January or February?
I'm sure they will reinstate the account since it wasn't like you were MSing just trying to maximize your money.....hell, I'd call and tell them that myself

For CLI 4506-T requests at least, they want the last two available returns. Current year usually isn't available before Aug, but now they should be able to get 2012 and 2013

Oh I know but I don't see much they can do . It's like how police at least in nyc once they start writing a ticket they have to give it to you no matter why or what reason valid in the opinion or not

Why? Nothing will stop the process. They are not going to take anyone's word as for why they are doing something, the whole way Amex controls risk is around looking at tax returns. This is not a recon.
ETA: as OP just said!

They said they just want the 2013 review . so for 2013 ones I need to just write 2013 ? Because this asking for mm/dd/yyyy .never filed a 4506-T before
From what I hear when AMEX does a FR the account is frozen and if you don't send in the paperwork they need it will be closed out. So if your acount is frozen I don't think any purchases or transfer will be taking place.

No, use 12/31/2013 assuming you filed a "normal" return for the whole year

Well a transfer is payment and don't they want to pay off the $1,600 laptop
