I was trying to check for pre-approvals on Citibank's website and Citi was like nope, gtfo here, oh no you won't😂🤣😅 with this language.

I mean they may as well said (Mod cut - not here please @Howaboutthat -- please be mindful of the TOS)😀with their big bold lettering. I do have 2 cards with them (Costco & Aadvantage) both are in good standing though utilization is a bit high and I've never missed a payment
Is this because I'm existing customer or does a bank (yes a brick & mortar building) really not like me.😢😢😢🤬

To my knowledge, the Citi pre-qualification portal has been unavailable for quite sometime. As far as selecting a specific card and applying for one, it will be a HP. In the past, checking for pre-qualification offers was SP, but again, the tool isn't currently available.

So, no, it's not because you're existing customer (if that was your question, kinda hard to tell).
Citi hasn't been doing credit card pre approvals on their website for a while now. It's not just you, its everyone. I received the same message from them last year while I was trying to get pre approved for their double cash card.

Citi bank never gave me a prequal when the tool was active anyways. I don't miss this tool at all
dont do it, unless ur under 524 and or credit is outstanding ie no baddies or bks.. they give out store visas though, just use those

What does Citi have to do with 5/24?
While I'm certain they have their own UW restrictions in terms of approvals and new credit, 5/24 isn't their "policy", official or otherwise.
Plenty of people get approved for Citi cards with negatives, so I'm not sure where that's coming from, or "store visas" mention.
