The solid offers from Chase show the credit line and APR they intend to give to you. Usually it'll say "You're already approved!" as well.
The ones that are in my chase account say you're already approved for each card and they have set aprs. But no starting limits. To be clear my initial post was NOT a pre-approval but now I am getting true pre-approval offers from chase through email and my chase account.

If they're showing a card that would provide value to you, you could try. A set APR is usually a pretty good sign and your scores are in the ballpark of when I picked up CFU and about a month later, CSP. (Although I don't generally recommend grabbing Chase products that close together...) It would make for some data points for us here at the very least
What were your starting limits like for the cards?
