I am trying to send money to family overseas and was wondering if paying with a Capital One card would charge me a fee for a cash advance or if Western Union would look like a regular transaction?

I would think it would be treated as a cash advance but I did find this link about the pros/cons of doing so -

Yes. It is considered cash advance. I sent money overseas one time when I first got my Citi AAdvantage WEMC. When the statement came, the transaction was posted by Citi as cash advance.
+1 for Yes. I had no idea before I did it.
Yes.. know it may sound a bit snarky.. but any time you send money with a CC money and its not for goods or services its almost always its a CA.. and you get socked for it generally ... (There are some CU cards that you can kinda do a CA without paying royally for it)....
