I was recently upgraded to the JCP Rewards MasterCard with a significant CLI ($1500 --> $4000). My balance on my JCP card has stayed, and my JCP MC is showing $0. What gives? They're both issued by Synchrony bank. It was my understanding that the card itself was being upgraded, not that I was going to have two separate cards (which seems stupid). Anybody have any insight in to this?

That sounds like how the other GECRB/Sync upgrades do it. IIRC, it will eventually move over to the MC line as the original store card closes.
Once the account fully migrates over to MC, your store card will close - bal transfer. Assuming, they treat this upgrade the way GE has treated upgrades in the past.
