Anyone have issues with their Kohl's card needing a HP for a CLI? I tried doing one last month and found out it was declined because my EX report was locked. I just did one for my mom's account and it was instantly approved for $800 (her report is also locked). I am not sure what caused this.
Sounds like you were marginal so they wanted a HP to take a look whereas you mom was able to be approved with just a SP (their usual monthly SP)
