Just to be clear, this is about the Flex Loan, where you can have money sent directly to any checking account. Not the Flex Pay which requires an actual purchase.
I took one loan out in April (paid it off), then one early May. But ever since then I've been waiting and waiting and the link simply will not reappear. My last one has been paid off for more than a month and a statement cycle.
What's the trick to getting another one? Do they only let you have 2 per year or something? I would have requested a heckuva lot $more at once if I had known they were going to cut me off. This is really unfortunate because those flex loans are the best thing since sliced bread.
Citi has done away with BTs and Flex loans for many but not all.
I guess they will start offering them again once their confidence in consumers ability to repay is increased.

in ~Jan I used a 12k flex loan to pay off a prosper loan I was 13 months into. then I balance transferred the amount to a 0%/12mo nfcu offer. the citi balance carried for ~9 days within the same billing cycle and I ended up not paying any fees or interest to citi. I know there were no origination fees with the flex loan, but I was suprised interest didn't start accruing immediately.
it was gone for weeks after that, then I noticed I had a flex loan offer again for a few days, finally it disappeared again. I thought maybe they were not happy about my use and the lack of collecting any fees or interest.
up until about a week or two, I did have a balance transfer offer with citi, but that is gone now as well.

I had ongoing offers with Citi, Discover, BofA and many more. They are all dried up now. Only offers I see now are through several CUs.

Same here. I had one open for a good 2 weeks at least and never paid one cent in interest. That makes it a very useful tool for a lot of things. The most innocent being a totally free payday loan. But there are lots better uses depending on your situation.
mine disappeared as well and pretty much have always had one in my account have many options if i ever wanted a BT, but this one is gone.
Had one offer once, never took it, disappeared for good. Citi only offers me one shot then its one kill. Had a bt offer once on my Dc , used it , paid it back quick, they said no more this joey
