Capital One denied me the platinum card card with a 646-656 across the board. Not sure what they look for. With your scores, Synchrony (might) offer you a store card. I got Wal-Mart $300, Belk's $200 and Kohl's $300. The reason I suggest Synchrony is because my wife has $29,000 in charge offs and they gave her an Amazon card for $600. I figure nobody's credit is more nasty than hers and stay away from Credit One Bank.

Don't rely on just one score. Creditors can perform multiple pulls -- especially in borderline cases. Also always consider the specific scoring model. Does CO use the FICO model you're relying on?
I don't know what my actual fico scores were at the time but my Fako scores were somewhere between high 500s and low 600s. Got approved for Platinum and No Hassle Rewards both at $1000

I would try the prequalifier. When I was over at the Cap One site yesterday, I noticed a very interesting rebuilder card. They give you a line of $100 and then see how you can handle it for a few months. It doesn't sound like it reports until that period is over, but it could be a good way to build history.
$100? That sounds like a partially secured credit card. I know Cap One offers those as well.
I was 30 days out of discharged CH7 BK with a 521 score and was approved for a platinum MC with a $300 SL. C-1 was included.
