Citi is pretty awful about BK. They'll approve but if you don't like your SL, tough cookies. They'll deny you a CLI until your BK is gone and even for awhile after (my BK has been gone for two months where they updated my scores and they still are shooting me down for CLIs because of the nonexistent BK - no idea when that reason will go away and switch to too many inquiries).

Im gonna say mass email. If i got one you know its marketing lol. Penfed does seem to be in a credit giving period right now but know your profile before any app with them. If they see escalating debt , thats a sign they more than likely will deny.
