ah pizza you should have done it! it opens up both of your accounts for sp cli!
that's how I went from $1500 to $7500 on both cards at one time!
email them and have them take $1k to open up the 2nd card.... $9k reporting vs. $10k won't do anything different for you!

credit reports don't have a memory though and since navy is by far your best lender who are you exactly worried about watching you and seeing a $1k decrease.
and i can give you 2 instinces of WHY YOU DO THIS WITH NAVY:
my partner was at his internal navy limit at $35k, we took $5k and opened flagship, 3 months later got sp CLI from $5k to $20k.
me I was given $1k and cli to $2k and I split the limit and then a month later got $500 on both or something... fast forward almost 6 months and boom CLI to $7500 for both... i would have only gotten $7500 on 1 if I had not previously split off and got the 2nd card!!!

I think if they are looking close enough to see a $1,000 drop in limit on your credit card they will see a new $1,000 TL opened the same month Then your card isn't at internal limit anymore and hopefully you get some CLI's!
Should I call Navy Fed and tell them to split some of my limit off my CashRewards card to and approve me for GoRewards?
