NFCU/PenFed 0% or 1.99% APR Balance Transfer Offer in January

I have both a NFCU and PenFed card, albeit the PenFed account has only been open since June of this year.

Are either/both NFCU/PenFed consistent in offering a 0%/1.99% (or around there) balance transfer offer (preferably no B/T fee) in or around the month of January? Other times of year on a consistent basis?

Thanks for any help or insight you all will be able to provide. DPs would also be a great help!

NFCU at beginning of the year will roll out 1.99% offers. Some are targeted with 0% promo.

PenFed has year round 0% for 12 months with 3% BT fee promo.

NFCU has rolled out 2.99% offers before too but they do at least seem to be consistent in offering them every year.
