It sure sounds like they are speaking of the account he holds with them. It is true his reports are still a mess for a few more months, just a little longer and he will be in great shape.
I've been with Navy Federal about 5 months now. Initially approved for $1,000 Visa Platinum and $1,000 NAVchek LOC. Requested $5,000 CLs on each of them and ended up getting an increase of $1,500 on each one to $2,500 for each or $5,000 total.
They're generous, but the more debt you rack up and the more credit you have with them, the less they're willing to give. By the looks of it you've got more than enough credit as is. I'd say just get your utilization down and voila, you'll have more credit available.

We're up late wrapping gifts so I thought I'd take a moment
to add my modest success story to the mix.
I got CLI's both last month and this month.
Nothing earthshattering though...
In November my NAVChek was raised from $2,000 to $5,000
and my nRewards Visa went up from $2,000 to $3,000.
This month my nRewards Mastercard was raised from
$2,000 to $3,500.
All credit limit increases were soft pulls on Equifax.
The CLI's were on my 6-month anniversary for the accounts.
I make a point to PIF on a regular basis. Also, I learned
here in the room to pay off balances before requesting
a CLI, so that's what I did in the above cases as well.
And I agree with a previous post. Navy Fed has tons of
money to lend. But unlike banks, they are actually lending
it to the Membership.
They continue to earn my trust and loyalty because they are
still lending to responsible Members even though times are tough.
To my way of thinking, this helps to separate Navy Fed from
the pack....especially as we read about the major banks who
took taxpayer money and are hoarding it instead of putting it to
work as promised.
So like I said, I'm very pleased that Navy Fed is evaluating my
accounts based on my merits, as opposed to lumping me together
with everyone else and possibly declining me because they want
to hang on to every last penny until things turn around...
