NFCU interest rate decrease

My nRewards visa (three months old) currently sits at 13.99%. Navy advised me I can ask for a lower interest rate after one year. Does anyone know if that's a hard or soft pull request? I don't carry a balance so it isn't a huge deal, but unexpected things do come up in life from time to time. I know Navy is HP crazy these days.

It's going to be a HP, I asked that last week to a rep.

YMMV but i asked for a rate decrease on all three of my cards through a message online about two months ago and they all were decreased without any hp's.
