NFCU question

When you get your new card from NFCU do you get a BT offer also or only when they have a promotion? Someone said they offer it to all card holders twice a year.

They had a promo going early this year 0% for BTs.

I'm not sure what is normal for NFCU, but that was a pretty sweet deal.  Also, last week they had it going due to military appreciation week.
