Cash redemption used to be lower, but it's currently 1 cent per point no matter what. So yes, effectively 3% cash back for travel and 2% cash back for everything else. There is a $50 minimum and a $1500 maximum.

The Flagship is a really strong option for those looking for a card good for travel and general spend... if I didn't have the Propel/Limitless combo I would likely get a Flagship myself (or PC an existing card over to it).
3x travel cards aren't that hard to find, but most of those are 1x on general spend, while the Flagship is 2x. It's like having two cards in one.
