I was looking through some of the forums in the Optima card and was seeing some mixed info and was hoping some people might have some data points.
I had gotten into some serious debt four years ago and have slowly been working on paying it off. I finally had defaulted in my AMEX accounts and have been slowly paying them back. I had 8 accounts and have had 3 paid back in full.
For one of them I was sent the Optima Application and submitted it but had a few questions.
1. Has anyone been approved for the Optima with having outstanding debts on other cards. I saw a few data points that people have still been approved.
2. If you did still get approved for the optima while still settling the debts of other cards, did you pay the remaining in full or did you attempt to settle at a lower price?
3. If you did settle the other accounts at a lower price, were you still approved for a new AMEX card after completing the Optima program?

While I personally have not gone through this I can say a few things about it.
1. AmEx is only interested in their accounts. They could not care less about your issues with Credit One or anyone else.
2. AmEx only cares about their accounts. Once they are happy they will issue the Optima card. If you get an application for the Optima card it will be at whatever time AmEx decides you are worth redeeming. They will not send it out however until you meet the requirements.
3. The Optima program is based on the original American Express Optima AmEx card. Once you qualify for it you will be issued the original card as a test. In time you will be able to get other AmEx cards from the nomal selection.
