Paypal 2% cash back - no foreign transaction fee

Is this new? I received this email by synchrony  this morning . I thought the card did not have foreign transaction fee already.

So when will they redesign this card so it doesn't look like an eye sore. It makes the Citi Double Cash look like the Mona Lisa.

I actually love paypal business debit card look and design way better than this

I just received the card in the mail yesterday and the rates and fees table included still lists 3% foreign transaction fee, but it is dated from 7/17.

LOL! That's the first thing I thought when I received the card in the mail. I just don't really like the design or how it feels and mine came with a small part by the chip looking like it was scratched off. I do really love my Paypal 2% card and run a lot through it though!
