I was approved recently for a PenFed power cash card with a $3500 SL. This was of course the regular Visa card. The signature version starts at minimum with a $5000 limit as I've read.
My question- There are some benefit differences from visa, but what about limits? By having the "regular" Visa, will this card have a lower high limit or smaller increases as compared the the signature version?
will they eventually swap me to a signature or am I locked in. If there are no high limit or increase differences then it would not matter to me either way?

Other than the benefits associated, you should not see a "lower limit" or smaller CLI's because it's not a signature card.
The MAX CL that PenFed gives on the PCR is $25K and most if not all CLI's are HP. PenFed will begin to review your account at the 6 month mark to provide CLI's and if you don't receive an "offer" you can certainly request one as long as 6 months have passed.
I am not certain if they will "upgrade" you should your CL go above the $5K threshold. That may require you to "request" it as I don't know that they would automatically do that, though I could be wrong.
A Visa Signature card has nothing to do with Pendfed it's a benifit perk from Visa and I doubt PenFed would upgrade to it as they pay for those features. More than likely you would need to open a new card for it.

If you get a CLI to put you over the $5000 mark, you should be upgraded to the signature. Mine did when it went over the original amount of $4500.

Glad you posted your question. I was just approved for the PenFed Power Cash Reward VISA with the same $3,500 credit limit. I wondered the same about the VISA vs Signature VISA.
Hopefully, in 6 months, I can be upgraded to the VISA SIGNATURE. My Equifax FICO 9 score was 712, at the time of approval but I had a few baddies on my credit report.
I had just been approved for a Discover It Cash Back the week before with a starting credit limit of $6K.
