Why don't you call them and try to get that card changed to a PCR Visa. I would be surprised if that wasn't pretty easy to do, but who knows!

The rewards card was NOT available when I joined Penfed.
That is even more of a gotcha/bummer. It would be nice if they would hook you up.

No...last month I paid 2 days before my statement cut date. Then I had a charge come through. I paid again on the statement cut date. I ended up with a credit balance because of the cash rewards.
I transfer my payment from my home checking account, and it credits right away. The amount of available credit may not change right away, but the payment will be credited to your balance the day you make it.
I've only been a PenFed member for about 2 months.
