Reallocation of available credit early on AMEX cards

I tried it this morning and no go here. I'm at almost 1 year with 10 statements.

Heard of a few recent times recently that the donor card doens't have to be 13 months like it use to have to be.   Possibly the policy is changing?  

edit:  had to play with it ... Moved 4k from my Blue Cash (6 months old) to my ED card a few years old and went through just fine and was instant.. Weird.  Just another datapoint
