Requesting CLI always HP?

I have two Capital One cc's, a QS and QS1, as well as a Credit One card...was thinking about requesting a CLI..but cant really afford anymore HP's for a while. Will requesting one ALWAYS result in a HP? Would it be best to just wait things out and see if they give me one? I know my QS1 is reaching the 5 month mark and im part of credit steps, so I should be getting an increase after this statement cycle, so im not really worried about that one. My QS is almost at the 1 year mark as of the end of this month (started as a secured, got my deposit back then turned into a Platinum, saw if I was eligible for an upgrade a few months later and now im a QS!) Im not sure if they will give me another increase at the year mark. Ive paid more than the minimum every month. I have gone over my limit a few times (not by my purchases, but when interest hit it brought it over) but i feel like i am still in great standing with them. Any thoughts? My balances are all relitively low atm.

Last month I received a CLI from Cap1 without a HP. Good luck.

CLIs depend on the lender.   For Cap One, CLIs are almost always SP.   You should be good to try for one now on the QS1, but YMMV as far as when people can get their first CLI.   As for the QS, there's no harm in trying, but you can generally only get CLIs once every 6 months for Cap One.  

As for Credit One, I'm not sure.   I remember when i had their account that I had to pay to get a CLI.
