I called for the personal mastercard:
Credit Services
(866) 220-0254
And got bumped from 3k to 10k. that connects you to their "general" credit services CSR's but if you want CLI they transfer you to "credit solutions".
get the feeling i could have easily asked for more, but ah well.

FYI you can call the number I gave you for CLI on all Synchrony cards no transfer.
