Generally speaking of course higher score will get a lower APR, but it's not that simple, and there's no cutoff number to say x score gets y APR.
This.
My FICO 08 EX was about 760+ when I applied for the Citi DC in January. They gave me 19.24% APR. I'd been banking with them for almost 15 years and had perfect payments on all of my cards, including my 12-year-old Citi Dividend (APR 18.24%) and my 5-year-old Citi Forward (APR 13.24%). But I'd also opened 5 new accounts in the past 2 years (2 in Apr 2014, 2 in May 2014, 1 in Sept 2014).
On the other hand, I also got approved for the Barclay Ring (APR 8.25%) on the same day...
It is lender specific there is no set score. With Synchrony a 778 was not suffficient to obtain the cheapest interest rate. With BoA a 772 was not sufficient to get their lowest rate.
If you want a low interest credit card you should check out a non-rewards card from a credit union! Reward cards generally have a higher APR. They have to in order to cover the cost of the rewards. The scores required vary by lender, but 750+ should certainly be a high enough score. Keep in mind though lenders usually do not go by score alone. DTI is not figured in your credit score at all, but if you have an 800+ credit score, but have a 70% DTI ratio you might be declined for even a high interest card.

Those two scores should have been high enough. I suspect it was something else such as DTI or length of time employed that prevented the lowest rate.

I don't even know the APR on any of my cards, nor do I care, as I never leave a balance on any of them.
