Do any current secured credit cards provide the car rental insurance?
It depend on the issuer. When I had a secured card through my cu years ago it did. It was out lined in the terms and agreement.
It seems that after many Visa cards eliminated the CDW waiver last year, the secured cards followed suit. I've been Googling around trying to find one that still has it with no luck.
I think Cap 1 does provide it, for example my Secured Platinum
Andrews FCU still offers CDW and cash back too.

Yes. I don't think you will find too many that don't do a hard pull, especially for a secured card. They use to pull from Equifax but the last time I asked they said that they could pull from all three bureaus.

They weren't wrong. We've had at least 1 member here whose CC application triggered a hard pull from each of the 3 majors as if they were applying for a Capital One card and my own Titanium application led to a EX hard pull.
