Shopping Cart Trick- Does it always work?

If you get the pre-approval are you guaranteed to be approved.  A friend tried it and got a 10 day message my assumption was that everyone that gets the preapproval message would be guaranteed a card.

Thanks...I'll let them know they'll have to wait it out.

Some people have gotten that message or either:

a) gotten the card in the mail

b) gotten a letter asking for some sort of ID verification
