Sister Apped for BCE...Keeps Asking For SSN?

So ive been helping my younger sister build her credit and its pretty good now so we decided to try for BCE...

It gave 10 day message and online app status says in progress...but then it started saying "More info is needed: Social Security Number". So we went through and put the SSN in and it said "thanks for updating the info, we will give you a decision in 3-5 days..."

So we kept checking back periodically...but it asked for SSN again today....so we put it in again.

Anyone experienced this before?
