I know it varies by situation and so many variables involved, but when you carry a balance that's getting close to the limit, continuing to use the card like its not maxed can be one of the top reasons for the balance being chased while they were paying it down.
Around 8 years ago I worked for one of the bigger banks and from what I saw high balances that didn't continue spending had a much less chance of having the balance chased.
I know mileage varies but racking and spending seems to spook the issuers pretty quickly and we all know when they balance chase it almost makes a card useless so that's no fun for anyone
