For Citi you need to check your account by clicking on Services > Credit Card Services > Request Credit Line Increase to see if you're eligible for a soft pull CLI; I was able to get one after just 2 months.
On my CITI page it shows they WILL pull a report, then get back to me. The actual language is;
"By clicking "Continue" you understand that we will obtain a credit bureau report to evaluate your request. Our credit department will notify you of our decision or let you know if we need more information."
My account is just about two months old, not sure if just under, or just over the two month period. I woudl imagien that the pull is due to the shortness of time. I was not going to request an increase, was just looking based on what was said and noticed the different language on the notice.
^^^ With Citi you can ask for SP CLIs every 6 months, but they're usually small increases. You can also request a CLI with a HP anytime.
I just did this for 2 cards. The first request was a SP and got only $2k more, but when you go back to request more, it clearly tells you they'll pull your report, just like the language you see there.

I have the same "continue" message on mine. Granted it's less than a month old I'm not going to touch it till I hit the AMEX in October
i normally wait at least 6 months and it hasn't failed me yet, i've been approved for every CLI so far
