US Bank - pre qualify?

I was just checking my offers on US Bank, chase, Citi, etc... and to my surprise I was "pre qualified" or recommended offers with small ranges 14.74-17.74% on their Cash+, and a few flexperks with similar ranges.. hmmm surprising

I prequalified too, just before I was declined. It doesn't hold water.

I think the catch is "pre-qualify" vs "pre-approval" - and the APR range, not a set one. I just opened a savings account online with them and got a pre-approval popup with a set APR and a credit limit listed.
