So I just got off of a 45 minute phone call with USAA, I got disconnected once and had to call back...so I dealt with two representatives through the entire process. USAA did confirm that my application was approved and the first representative told me that I was approved for the USAA Rate Advantage MasterCard with a credit line of $6000. A decent credit line, but I was more concerned about the APR, but I didn't find this out...I hope it is good.
After several times being placed on hold and the first representative conferring with the underwriting department...underwriting told them that they cannot confirm that the account was set up. So, underwriting referred the first representative to another office (I think a higher up executive office) and then I was placed on hold, that is when I got disconnected the first time. I called back and spoke to the second representative and he was able to trace back the steps to where I was when I got cut off. He conferred with the higher up office and he had to get TWO specialists on the line to find out what was going on. After being placed on hold for about 15 minutes, he basically came back on and said "At this point we can confirm that you were approved for the account, but we cannot find the account anywhere in our systems (I also cannot see it online).
He then told me to call back next Friday (6/8/2012) as they will take 5 business days to investigate the matter. That is where I stand...
Wow. Sorry the process has been so complicated for you. Sounds like just some sort of computer glitch. Good news is you know you have a card coming with a nice CL. Waiting sucks, but congrats!

Congrats! If you can see the new account when you log in, click on details, and there you'd see your APR.

That's the thing...USAA is telling me that I was approved, but they cannot find any record of the account. I cannot see it online, before I hung up today...the representative told me that I may have to put in another application.

Do not submit another application. That may result in another HP. Let them figure out what's going on.
When I applied for my USAA card a few weeks ago, I had a related issue. I got approved, but the card didn't get sent out (even though I ordered expedited shipping). The first tiem I contacted them they told me to give them '3-5 days'. I told them it had already been 5+ business days and I hadn't seen anything. The next reply then said that there was an issue with something in their system (I wasn't the first one to get that) where the application gets approved but the card never gets sent to card production, so they had to contact their 'back office' and it could take another 7 days. I finally did get the card, it just took them a lot longer than it was supposed to.
So issued with their CC app system don't really seem that rare. Just give them time.

That indeed does sound a lot like the situation I am in right now. As a matter of fact, the second office they contacted...they did call it their "back office". They told me to give them a call next Friday (6/8/12) as they said it would take up to 5 business days to see what was going on. Good to know that somebody else was in the same situation I am in and had a good outcome.
By the way, I was told that if I had to put in another application...that it would NOT cost me another inquiry placed on my Equifax file. They said that they could just use the information from the previous application as they hold it for 30 days.
I do not know how USAA works internally, but I am going to try to give you a little hope here My local CU has a loan board and anytime a loan/CLI or CC app is outside the paramters that are set forth in written policy that does not mean the app is rejected. It simply means that the CU employees are not allowed to approve the app, they can however take the app to the loan board and suggest that it be approved. USAA may operate under a similar premise.
Oh and at my CU the loan board, just like the board of directors are volunteers that are elected by the membership.
Off topic but, do you have a partial membership through your grandfather? I keep reading that in order to become a "full member" you would need your grandfather to join, then your father, and they would both have to have insurance through them....
