Unusual chase offers not sure if it means pre qualified or just targeted

exactly, APR terms are usually a dead giveaway.  That said, they look like legitimate pre-approved offers to me.  My wife just recently got the same ones offering for auto and home loans, language used is ''you are already approved''.  

 

edit: her offers come with set terms.  And this seems to be the form in which Chase ''pre-approvals'' actually come.

of course YMMV

It appears the offers for the mortgage and auto loan are fairly reliable or solid. The CC offers not so much as they do not display as pre-approved.

The lack of a solid APR (without margin spread) typically indicates these are more marketing than solid offers.
